Elizabeth Glaser is distributing millions of condoms, avidly promoting contraception, and even celebrated the repeal of the Mexico City Policy, which forbade overseas federal funding for organizations like Planned Parenthood that perform abortions. In fact, one of Elizabeth Glaser’s Senior Directors spent three days touring Planned Parenthood facilities. Overall, the work of the Elizabeth Glaser Pediatric AIDS Foundation is helping to increase the “contraceptive prevalence rates” in impoverished nations.
In 2013, Elizabeth Glaser published this progress report regarding its HIV-fighting project in Kenya called “Côte d’Ivoire.” Page five of this progress report clearly indicates that its distribution of 400,000 condoms was one of its accomplishments for just one year.
On page 20 of this 2014 annual report for a project in Tanzania, Elizabeth Glaser outlined how it integrates “family planning services” into its other programs. Stating one of its objectives as “Reducing unwanted pregnancies by increasing access to sexual and reproductive health services including family planning,” EGPAF stated its results in preventing “undesired pregnancies.” According to the report, over 11,000 women were instructed in the use of contraception in Tanzania in 2014 through EGPAF’s efforts.
In 2012, EGPAF actually teamed up with Marie Stopes International (Planned Parenthood’s primary competitor) on one of its projects to integrate contraception-spreading programs in South-West Uganda. On page 22 of this 2012 issue of one of EGPAF’s publications says that “the Strengthening TB and HIV Response in South-West Uganda (STAR-SW) Project, an EGPAF-supported project funded by PEPFAR” partnered with Marie Stopes International to provide “family planning outreach services.” One of the goals of this project was “increasing utilization of family planning services to 80% of all women living with HIV and their partners through integration of HIV and family planning services.”
In 2013, EGPAF’s Senior Director of Country Management and Support, Dr. Stephan Lee, took a three day tour of Planned Parenthood facilities. Dr. Lee was given a tour of the facilities because he gave a presentation sponsored by Planned Parenthood of the Northern Country, New York. According to the details provided by Planned Parenthood’s announcement of the event, “PPNCNY and the Potsdam AIDS Education Group at SUNY Potsdam are sponsoring a talk by Dr. Stephen Lee, a Global HIV/AIDS expert. Dr. Lee is the Senior Director, Country Management and Support, for the Elizabeth Glaser Pediatric AIDS Foundation.”
In 2009, the Elizabeth Glaser Pediatric AIDS Foundation actually celebrated the repeal the Mexico City policy. In a published statement on Barack Obama’s repeal of the Mexico City Policy, Pamela W. Barnes, President and Chief Executive Officer of the Elizabeth Glaser Pediatric AIDS Foundation said (emphasis added):
Today President Obama has sent a powerful message to the world that the United States will support a less ideological and more evidence-based approach to fighting AIDS.
In particular, his decision to rescind the ‘Mexico City Policy’ on his first week in office will have a profound impact on the ground to prevent pediatric HIV/AIDS. The prevention of unintended pregnancies is one of the four cornerstones of the United Nations’ and World Health Organization’s strategy for preventing mother-to-child transmission (PMTCT) of HIV. Family planning counseling and access to condoms and contraceptives are key components of that effort. The ‘Mexico City Policy’ denied funding for these basic family planning services to organizations working hard to stop the spread of HIV/AIDS in the developing world. By rescinding the policy, President Obama has strengthened family planning access for the developing world, and removed a very real impediment to health care professionals working to prevent and treat HIV/AIDS.
The Elizabeth Glaser Pediatric AIDS Foundation is applying its twenty years of experience to fight the pandemic globally. As the largest provider of PMTCT services under the President’s Emergency Plan for AIDS Relief (PEPFAR), the Foundation has been supporting work on the ground at more than 3,200 sites and in 18 countries across the globe to reach more mothers, children, and families with the critical services they need to prevent and treat HIV and AIDS. Rescinding the ‘Mexico City Policy’ will help greatly to improve HIV care and prevention efforts by increasing access to basic family planning services as we scale up our work to end pediatric AIDS.
President Obama’s action today significantly advances our mission to create a generation free of HIV – which now, more than ever, is within our reach.
